On the 21st day of the first lunar month of the 17th year of the Guangxu era (March 1, 1891), the Chongqing Customs officially established, marking the formal opening of Chongqing to foreign trade. In 1902, French naval officer Forster led a survey team aboard a French warship to build the French Naval Barracks on the southern bank of Chongqing, also known as the Odet Barracks, which was the office of the Beiyang Navy of the Qing Dynasty.
