The Aotou Ancient Yamen was built in 1397, the thirtieth year of Hongwu in the Ming Dynasty. During the Ming Dynasty, Aotou belonged to Maoming County, Gaoliang Prefecture. It is located at the confluence of the Xiaodong River and the Meihua River in the Jianjiang River Basin. Commerce along the river is prosperous. As it is far from the Maoming county yamen, in order to strengthen management, the Aotou city yamen was set up to administer commerce and taxation in areas along the Jianjiang River Basin such as Lanshi and Qianshui in Wuchuan, Tanba, Changqi in Huazhou, Xiaoliang in Dianbai, Meihua and Zhensheng in Maoming.
