Bai Luzhou Park is situated at the confluence of Jinxiu Road and Feixia South Road, located in the southern part of Wenzhou City along the Nan Tang River. It is bordered by Jinxiu Road to the north, connected to Feixia South Road to the west, and overlooks the Nan Tang River to the east, linked to the Nan Tang scenic area by two elegant bridges.
The park is divided into seven functional landscape areas: the main entrance area along Jinxiu Road, the central square, the secondary entrance area along Feixia South Road, the cultural and entertainment area, the eco-tourism area, the Shui Xin Xuan area, and the cultural village for tourism and leisure. The main park road also connects several themed squares such as the tree-lined square, fitness square, and leisure square.

The park features shaded squares, a southern opera stage, a lotus fragrance pavilion, a commanding pavilion, and Shui Xin Xuan, providing visitors with places to play and rest. The central square is equipped with a large combination fountain, and the fitness square is furnished with exercise equipment for morning exercises.

The park optimizes the selection of commonly used green plants in the area, adopting a multi-layered combination of trees, shrubs, ground covers, and lawns, ensuring a reasonable proportion of evergreen and deciduous trees, and highlighting the functional characteristics of each landscape area. Meanwhile, the park employs three-dimensional greening along the landscape axis, with lawns in the foreground, various flowering shrubs in the middle ground, and tall trees in the background, creating a multi-layered spatial effect in the greenery.
