The BaiXue Tower is located on the southeast side of Baotu Spring. It was built in memory of Li Panlong, a famous literary figure in the Ming Dynasty. Li Panlong (1514 – 1570), with the courtesy name Yulin and the literary name Canghai Jushi, was a native of Licheng. In 1556 of the Jiajing period, Li Panlong resigned from his position as the deputy provincial inspector of Shaanxi and returned east.


He built a tower at the foot of Baoshan east of Wangsheren Village in Licheng and named it ‘BaiXue Tower’. In his later years, Li Panlong built another tower also named ‘BaiXue Tower’ on Baihua Island by Daming Lake. During the Wanli period of the Ming Dynasty, Ye Mengxiong, the right administrative commissioner of Shandong, out of admiration for Li Panlong, funded the construction of the third BaiXue Tower by Baotu Spring.


In 1956, when Baotu Spring was expanded to build a park, the tower was demolished due to dilapidation and was rebuilt in 1996. The newly-built BaiXue Tower has a construction area of about 400 square meters and is a two-story antique building with a stage. The front has an overhanging eaves, floor-to-ceiling wooden partitions, red pillars and flower windows, presenting a simple and elegant style. Inside the main hall, there is a bronze statue of Li Panlong sitting.


In the hall, there are poems and inscriptions written and engraved by his disciples, students and contemporary celebrities. A large painting of gathering friends is hung on the wall, reproducing the grand scene of Mr. Li Panlong transmitting poems in those years. There is a stage on the north side, rockeries on the south side. Adjacent to it are Zhanlu Spring, Jiuquan Spring and Shiwan Spring. On the west side is Wuyou Spring, and on the east side is a vine trellis.


The scenery is secluded. Surrounded by green water and hidden by rocks, climbing the tower, one can overlook the competing flows of springs around and look far into the beautiful scenery of the park.
