The Avalokitesvara Pavilion is located in the Penglai Three Immortals Mountain Scenic Area. The Bodhisattva enshrined inside has eleven faces. Each face has a different appearance. The eleven faces are stacked on top of each other and arranged like a small pagoda. The ten faces on the front, back, left, and right of the eleven-faced Avalokitesvara represent the ten stages of practice for Mahayana Bodhisattvas. The Buddha face on top represents the high-level stage – Buddhahood. The eleven-faced jade Avalokitesvara in the Three Immortals Mountain Scenic Area weighs 260 tons. It is exquisitely carved from Burmese white jade and is inlaid with more than 10,000 gemstones, jades, and agates. It is dignified, luxurious, and has a solemn appearance.
