The Former Residence of Donghai Customs Staff is located within the Yantai Mountain Scenic Area, which was specifically designated as a residence for foreign customs officials at that time. After 1860, following the unequal Treaties of Tianjin and Beijing, the Qing government was forced to open Dengzhou as a trading port. In the eleventh year of the Xianfeng reign of the Qing dynasty (1861), the British Minister to China sent the Consul in Dengzhou, Morrison, to inspect Dengzhou and Yantai. He believed that the geographical location and natural conditions of Yantai Port were superior to those of Dengzhou Port, and requested to change the open port to Yantai. Under pressure, the Qing government opened Yantai as a trading port and began to prepare for the establishment of Donghai Customs. In February 1862, the Denglaiqing Road moved from Laizhou to Yantai, and the Daotai Chongfang served as the supervisor of Donghai Customs. From then on, Donghai Customs was officially established and began to exercise its powers. In 1863, the authority of Donghai Customs fell into the hands of the British, Han Nan, and later was managed by foreigners from the United States, Japan, and other countries. It was not until the liberation of Yantai in August 1945 that Donghai Customs returned to Chinese control. After Han Nan took office in 1863, in addition to constructing the Donghai Customs Taxation Office building at No. 6 on the south side of the customs street at the foot of Yantai Mountain, he also built foreign staff apartments on the Consul Road in the west of Yantai Mountain, which were specifically for foreign customs officials. The site is open all year round from 08:00 to 17:30. The former residence is not open to the public and only the exterior can be visited.
