In the 48th year of the Qianlong era, the emperor, in his twilight years, issued a definitive decree. The decree stated: “The Imperial Academy, as a place where culture and learning converge, should be enhanced in its establishment.” Since the Yuan and Ming dynasties, the establishment of the Biyong had been lacking in the canon. To achieve completeness, the emperor commanded that it should be constructed additionally.
He appointed Liu Yong, then the Minister of Works, to oversee the matter and also manage the affairs of the Imperial College. Regarding the opening hours, the specific operational status is subject to the daily opening conditions.
