Completed in June 1971, it is situated to the south of Liancheng Park on a small hill by the southern bank of the Luo River, covering an area of 120 square meters.
The entire monument is square-shaped, facing south to north. The base is a square with a side length of 4.2 meters and a height of 1.5 meters, with an inscription on the front (attached later).
