The Shelter Pavilion is located on the west side of Penglai Pavilion. It was built in the eighth year of Zhengde in the Ming Dynasty (1513 AD). It was specially built for watching mirages. Therefore, this pavilion is also known as ‘Mirage Pavilion’ or ‘Shelter Tower’. The Shelter Pavilion is a very peculiar building. Facing the vast sea, it stands on the steep cliff. There are no windows on three sides, while the doors and windows on the north side facing the sea are all wide open. However, no matter what wind is blowing outside and how strong the wind force is, one can’t feel the wind at all inside the pavilion. This is because there is a curved short wall a few meters in front of the pavilion entrance to protect it. The sea breeze blows against the cliff and forms a strong upward airflow, making the wind pass over the pavilion. Moreover, the three sides of the pavilion, east, west and south, are all walls. Only the north side has doors and windows. The air cannot convect. Therefore, even if the doors and windows are wide open and the sea breeze is howling, the pavilion remains still and the candlelight is not disturbed.
