Huafu Estate is one of the famous public housing estates in Hong Kong. It is located in Waterfall Bay, Southern District of Hong Kong Island, adjacent to Repulse Bay and Kellett Bay. Huafu Estate was completed in five phases. The first phase was completed in November 1967. At its peak, the population was 50,000. Now it is only half of that at its peak. The Hong Kong Housing Authority (now the Hong Kong Housing Authority) announced the construction of Huafu Estate in 1963. It was one of the ten low-rent housing estates planned to be built at that time. On September 27, 1968, Sir David Trench, the then Governor of Hong Kong, presided over the opening ceremony of Huafu Estate. At the same time, it was also to celebrate the completion of the 25,000th unit of the Housing Authority on the ninth floor of Huamei Building, Huafu Estate. Huafu Estate is an estate in the form of a town. It has its own shopping mall, which was a pioneering move at that time. In addition to facilities such as a market, a parking lot and schools, there is also a library, Pok Fu Lam Public Library. Huaxing Building and Huachang Building are ‘twin-tower buildings’, which are different from the previous ‘terrace-connected buildings’. In Huafu Estate, the buildings near the sea are mainly shorter buildings, while the buildings farther away from the sea are twin-tower buildings higher than 20 floors.
