Wenchang Lake Provincial Tourism Resort was established in 2011. It is directly under the Zibo Municipal Government and developed by China Overseas Group. It is positioned as an ecotourism resort with important influence in Shandong Province and important popularity in the whole country, a demonstration area for coordinated development of urban and rural areas, and a gathering area for high-end service industries. It is the tenth district of Zibo City. It is located in the southwest of the central urban area of Zibo City, with a total area of about 96.5 square kilometers. It governs Shangjia Town and Mengshui Town, with a total of 63 villagers’ committees and 63 administrative villages. The population is about 52,937 (in 2013). The area is rich in resources and has a superior geographical location. It is surrounded by Zhangdian District, Zichuan District and Zhoucun District, where the Zibo Municipal Party Committee and Municipal Government are located. It is 10 to 20 kilometers away from the three urban areas. The entire area has a spacious layout and broad development prospects.
