Liuhe Cultural Park is located by the Qiantang River in Hangzhou, and it is the site of one of the iconic tourist attractions in Hangzhou, the Liuhe Pagoda. The park boasts a peony cultivation area of 4000 square meters, making it the premier destination for Hangzhou locals to admire peonies, and hosts an annual peony exhibition. Emperor Qianlong of the Qing Dynasty visited the Jiangnan region six times and ascended the Liuhe Pagoda at Kaihua Temple seven times to witness the magnificent landscapes.

Inspired by the grandeur, he would often inscribe and leave plaques with his calligraphy. Today, two precious imperial steles inscribed by Emperor Qianlong are still preserved in Liuhe Pagoda Park, one inside the first level of the pagoda and the other in the Liuhe Stele Pavilion within the cultural park. The park is open all year round from 07:00 to 17:30, with specific business hours subject to the day’s opening conditions.
