I. Application Procedure
- Apply for notarization at the local notary office in the host country, except for documents that can be directly consular certified.
- Apply for consular certification at the relevant authority in the host country.
- Apply for consular certification at the Chinese embassy or consulate in that country according to the jurisdiction.
II. Required Materials
- A valid identification document of the applicant and a photocopy. If the application is made by an agent, the agent must submit a photocopy of the applicant’s valid ID, as well as the original and photocopy of their own valid ID. If significant matters are involved, the agent should provide a power of attorney signed or sealed by the applicant.
- A filled-out and accurate Consular Certification Application Form of the People’s Republic of China.
- The original document for which consular certification is requested.
- If the applicant is a company or other organization, they must submit proof of legal person status or organizational qualification, as well as identification for the legal representative or head of the organization.
- Any other materials deemed necessary by the embassy or consulate.
III. Important Notes
- The applicant must be a party to the document for which consular certification is sought and must have a direct connection to the document’s content.
- The document must be genuine and legal, with no content that could harm the national or public interests of China.
- Consular officials at the embassy or consulate will review the documents submitted for certification. If any issues are discovered, including incomplete local notarization or certification procedures, non-standard formats, illegal content, or alterations to the documents, the application for certification will not be accepted.
- Consular officials may request additional materials related to the certification matter.
- If a document that has received consular certification is altered or replaced, the consular certification becomes invalid. Any issues and legal responsibilities arising from changes or replacements made by the applicant will be borne by the applicant.
