The Xinghua County Office was originally constructed during the Chunhua period of the Northern Song Dynasty. During the Tiansheng period of the Northern Song Dynasty, Fan Zhongyan served in Xinghua, where he built sea dikes, established schools, and promoted urban development, embodying his lifelong ambition of worrying about the world’s worries before enjoying its joys. In 2009, Xinghua City relocated and reconstructed the Song Dynasty county office, adhering to the principle of restoring old structures to their original state. The main gate, watchtower, ceremonial gate, main hall, two side halls, and the Mei Ling and Mei Pavilion built by Fan Zhongyan at that time were reconstructed. The Fan Zhongyan Memorial Hall was established in the two side halls.
