Located at 147 Changyang Road, which was known as Huade Road during its time, the Tilanqiao Prison was established in 1903. During the Jiaqing period of the Qing Dynasty, local residents constructed a bridge over the Xiahai Pu, near the Xiahai Temple, which was named Tilanqiao, hence the name of the area. Due to the thriving Xiahai Temple and the ferry to Pudong, it gradually became one of the main markets north of the Suzhou River. In 1903, a grand prison was built between Huade Road (Changyang Road), Zhoushan Road, Kunming Road, and Baoding Road in the Tilanqiao area, commonly referred to as the ‘Tilanqiao Prison’.
