The Circular City Park was completed in October 1986. It is 6.2 kilometers in length and covers an area of 40.7 hectares. Along the moat of Jinan’s old city, with clear water and green belts as the main body, it connects Black Tiger Spring, Baotu Spring, Pearl Spring, Wulongtan, and Daming Lake together, forming a unique garden center with lakes, mountains, and springs. The park is mainly composed of three parts: First, the east moat is a four-season garden scenic area mainly with plant landscapes, divided into spring, summer, autumn, and winter areas. Second, in the south section of the west moat is the ‘May 3rd’ flower memorial garden, and in the north section of the river is the spring and brook waterscape garden. Third, the eastern section of the south moat is the spring and stone garden mainly with Black Tiger Spring. The Liberation Memorial Pavilion is located at the southeast corner of the Circular City Park, facing Black Tiger Spring, which has long enjoyed a great reputation, across the river. It was built in 1965. The carved stone with gold inlay is embedded on the south side of the platform foundation. It was rebuilt in May 1985. Black Tiger Spring is located in the eastern section of the south moat of the Circular City Park. It was built in 1965 and is the thirty-third spring among the seventy-two famous springs in Jinan. The water gushing volume of this spring is second only to Baotu Spring and ranks second among all the springs in Jinan. The Black Tiger Spring group has fifteen spring pools. Every year, when the water level reaches 28 meters, the spring group gushes, making tourists linger and return.
