The Kailuan Mining Bureau was once a large production base of washed clean coal in China. It was established in 1878 (the fourth year of Emperor Guangxu of the Qing Dynasty). It is also one of the earliest coal mines in China to use machinery for mining. The building of the Mining Bureau was built from 1919 to 1921. It was designed and constructed by British engineers. The architectural style is Greek classical revival.
The building of the Mining Bureau faces north and sits south. It is a three-story mixed structure with a rectangular plane and a total construction area of more than 9,000 square meters. On the first and second floors of the exterior facade, there is an empty corridor supported by 14 Ionic giant columns with a height of 10 meters. The two ends of the empty corridor are slightly protruding, and the wall corners are decorated with pilasters. The main room is equipped with wooden classical pilasters and classical fireplaces. There is a ramp in front of the door, and on both sides of the steps are four classical terrazzo flowerpots. The entire building has a solemn appearance and luxurious interior decoration.
