Turtle Pavilion is located within the East Lake Scenic Area. In 1976, during the excavation of the Xin Dihe Reservoir (also known as Dongli Lake), the divine turtle was unearthed. In 1997, after renovation by the Dongli Lake Street and Dongli District Tourism Bureau, the Turtle Pavilion was established within the East Lake Scenic Area for visitors to tour.
