Chao Yin Temple, located adjacent to Ma Gong Senior High School, was founded by Master Xiutong. Master Xiutong stayed at the Bao Ming Temple in Keelung in the early years of his practice. There, he happened to encounter the venerable Baisheng who was visiting Taiwan and residing at Bao Ming Temple to preach and teach Buddhist scriptures. Master Xiutong then became a disciple of Baisheng and completed the tonsure ceremony, officially joining the Buddhist order.
In 1963, the construction of the main hall was initiated on the current site after purchasing the land. In 1972, a three-story octagonal columbarium was built. Due to the increasing number of believers, in the following year, an appeal was launched to raise funds for the reconstruction of the three-story main hall. The rebuilt temple is majestic and grand, becoming one of the larger Buddhist temples in Penghu County.
